AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, implying the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
